The yearly bonus should not just be based on performance/leadership - score for which comes form your supervisor. Rather it should be a combination of what your immediate team members rate you (albeit less weightage than supe's score) - in order to incentivize collaboration, spirited teamwork.
Leadership should consider soliciting 360 degree feedback for managers and managerial candidates instead of promoting those that are the least respected by the rest of the organization. Being good at brown-nosing and stealing other peoples work to impress upper management shouldn't be the criteria.
