Doing their damn job. Their management philosophy is avoid the issue until the staff just figures it out, or until they absolutely have to do something. The administrator for our department only cares about RVUs. Doesn't give a damn about the staff or how we're doing.

There's nothing keeping people here. The only reason I'm still here is because the doctor I work with directly is my friend.
