HR needs to get a better handle on low performance employees. PIP is not effective it just prolongs the anguish for team leader/supervisor and disruptive.

Get better with treating employees with respect!! Be up front or provide notice when laying off employees rather than being blindsided. This will allow employees to better prepare for their final exit and also provide guidance to team lead/supervisors of outstanding work needing attention.
