What is the best way to land a job interview at a company that isn't hiring?

There isn't any way. If not hiring they won't spend the time on an interview

I find myself just walking right in and asking to speak to the Manager or Supervisor. People remember at face more so sometimes.

Make yourself seem invaluable in a way they have not considered.

Continue to show interest as much as possible

I have no idea been at the same company Past 3 years

Write them several times, set up repoire, and work your way in.

Haven't met one that isn't looking to keep a stock of potential employees.

Display skill sets that are needed to improve productivity.

Be assertive but not forcing you out. Give reasons they need you as an asset!

Networking! Get to know the players, show them what you've got. If you're awesome and have assets the company is looking for, they might create a role for you.
