Just accept you are not going to get a raise to cover the insurance being five to ten times what it was a couple years ago & the price of everything else going way up. Time to pick up a second or third side job to supplement like most of us are having to do.

If you asked for a raise that is due to you and that you earned, find out why your boss turned down your pay raise. The problem he is having with you may run much deeper. Find out if the rejection was for any particular reason that you can rectify right away. Once you have fixed the problem your boss sees you as 'less than deserving' for, then wait until the next pay cycle and ask again. If the answer is no, find out why. After a few pay cycles and you changing your habits, he may be a little more inclined to invest in you. If there is no good reason, it is time to take your work skills and expertise to another position that pays you for the services rendered. A new position awaits in this company or the next. Important! We work to live. We spend most of our adult lives working and going by someone elses rules. Find a place where you can look forward to work and not be disgruntled or sad. You see, life and your career are much too short! I promise this is critical to your success.

Ask what you can do to improve, if they say nothing look for another job.
