Personally I think it's to let employers know what kind of employee you are. Most people use it as a list of all thier expirence,awards, ect.
Your interest in the job and how you think you would be an asset to the company
Skills and how they would be an asset to the company.

Literacy, primarily, and also courtesy. Usually, the purpose of cover letters is to get the resume past HR and into the hiring manager's hands. You want HR to think, "that one speaks good English and says 'To whom it may concern' instead of 'Hey morons'". If you know the hiring manager is going to see the cover letter you can take some chances, e.g., "I don't have that skill X you are looking for but I have related skill Y". In that situation, you want to communicate to the hiring manager that you understand what kind of person they are looking for, and therefore you are not a drone.
The following things we have to cover in cover letter: 1.which post you are applying 2.how much experience in that job 3.add the resume
Tell a good story. I know this sucks to hear, but most people skip right over your cover letter and only read your resume.
What the document is about seems legit.
the reason you are good for the job
Again, I don't work in that format.
Business name, business location, person responsible for correspondence or report and a summary of the follow on document.
Don’t waste time on cover letters.

Letter? When did I write a letter? Why does it need a cover? Is it going to get cold?
Why you are interested in the role Why you are highly qualified for the role The name of anyone who referred you for the role Bullet points that specifically address how you can fulfill key requirements for the position
that you'll do anything for a job, including giving happy endings.
What you are specifically looking for in an organization.
That you understand what they are looking for.
