I wouldn’t and I’d tell the friend why. My friends know this about me. I wouldn’t expect someone to jeopardize their employment for my bad reputation (if I were unreliable), and I wouldn’t jeopardize mine, friend or otherwise. I have refused writing letters of recommendation based on these things.
I'd send their resume to the recruiting department. I know my company has a strict recruitment process, so If them do well during interviews, it's enough and my point of view might be wrong. Anyway, if them doesn't fit our standards... they won't last here.
Don't waste your time I wouldn't and I would advise him or her to look some where else you will be disappointed
I would not help them get the job immediately. I would want them to show me that they can be relied upon first.
My first reaction. Would be yes because I am a people pleaser. On other hand if I'm not 100% sure this person will follow through I be hesitant to refer them
I will decline and explain why; I may loose the friendship but not my reputation.
I would not personally recommend and ask they go through normal channels.

I would tell him, he isn't the most reliable person. Give him examples to support my comments and tell him No.
Same as I did before. Tell him how to submit but be honest with your employer if they ask you about them about why you think they may not be a good fit.
