Because the boss does notn know what goes on day to day w/in the office
He or she probably thinks that standing up to or doing anything about those that behave in that manner will make them look like the "bad guy," or make their "buddy," not like them. In allowing and promoting racism, sexism, misogyny, lying, backstabbing, threatening & mistreatment of other employees is not only hurting productivity & the entire company culture but making it next to impossible to retain good employees. Those that are not the chosen few who can do and say whatever they wish are also constantly stressed & on eggshells waiting for the next threat or attack, knowing that they cannot report or say anything, or the threats and attacks will become even more frequent.
He or she is probably unaware they are encouraging toxic culture due to their stress. That doesn't make it right.
I think our management team either doesn’t know how to respond to staff questions about their decisions, or actually don’t have answers and are afraid to let people know they don’t have answers. One of them gets very loud and doesn’t like his questions his authority. I sure the hostility and lack of knowledge starts at the top of the management team and slowly filters down. I’ve spoke to several coworkers at other offices and they feel very similar about there management teams. They have no training program for the management team. They invest no time in their development and take no effort in instilling integrity.
Because the boss is a jerk. Remember the word you use here, boss...not leader.
My experience - to protect a crony/pet, owner or someone who is in a position of power's relative or close friend, or someone who got their job as a result of an EEOE condition.
Because nobody holds them accountable so they dont care who they hurt or bring down.
Your boss has proven the Peter Principal. They do not see that the culture is toxic, or is incapable of addressing it. Try to step up your self and see if you can promote a proper culture, and demonstrate how things should work. Or... get out of there.

This seems like a loaded question full of personal issues. Take a look at yourself, while you're trying to understand your boss's actions.
Your boss should absolutely NOT encourage a toxic culture. That is against company values and we have run several training programs on the issue advising what staff can do to report and mitigate this. I can only recommend reaching out to the appropriate people, these might be colleagues to get support, HR, other executives or the Right to Speak hotline. I can assure you these issues will be taken care of.
It's like a mouse trying to get the cheese out of the trap without getting caught. They love to watch them skirm.
He has blinders on. It is his way or highway. He is in over his head and does not realize it.
Likely unconscious and incompetent as a manager
Most often people lack the awareness and don't realize how their behavior is toxic.
When the boss is not a leader. Just a political critter that only thinks about its job.
