How does ASME make decisions around promotions?

It varies depending on where you work and the department's head. Some staff know of their own promotions years in advance, whereas others have to wait years to get promotions which have been approved. Most positions are posted and some aren't. Recent promotions - despite less than average skills one was given for showing up to work; the other took two years after approval of promotion to director; different departments.
