Why do you feel undervalued and what would make you feel better about your compensation?
There is little to no career cultivation in place, so you never feel prepared to advance. Upper management also tends to spend money on high-priced consultants rather than working with the on-site managers, the ones who do the work and see the challenges first-hand, on making meaningful changes.
