
Promotions aren't given just because of the amount of "seat time". There has to be a need for a higher level to be created. Recently openings in one department aren't necessarily given back to that same department because there are frequently new "VP" level people who need manpower for their new department. These new VP level positions are rarely filled from within so Directors tend to get stuck at that level for 20+ years. Career advancement is certainly a challenge at Adobe.
