Mr. Charles R. Patton has been Executive Vice President of External Affairs at American Electric Power Company, Inc. since January 1, 2017. Mr. Patton serves as Vice President of Public Service Company of Oklahoma. He served as the President and Chief Operating Officer of Appalachian Power Company at American Electric Power Company, Inc. since June 1, 2010 until December 7, 2016, serving customers in West Virginia, Virginia and Tennessee. Mr. Patton served as Senior Vice President of Regulatory and Public Policy at American Electric Power Service Corporation. He has authority for distribution operations and a wide range of customer and regulatory relationships. He served as an Executive Vice President of AEP West Utilities at American Electric Power Co., Inc. from 2009 to June 2010. He was responsible for the distribution, customer service and financial performance of AEP's utility operating companies in Arkansas, Louisiana, Oklahoma and Texas. He served as Senior Vice President of Regulatory & Public Policy at American Electric Power Co., Inc. from July 1, 2008 to 2009. He was responsible for oversight of utilities in Texas, Louisiana, Arkansas and Oklahoma. He served as a Vice President of Southwestern Electric Power Company since 2009. He served as President and Chief Operating Officer of AEP Texas Central Company (TCC) at American Electric Power Co. Inc. from February 16, 2004 to July 1, 2008. He served as the President and Chief Operating Officer of Kentucky Power for American Electric Power Co. Inc. since May 2010. Mr. Patton served as Vice President of Governmental and Environmental Affairs-Texas of AEP Texas Central Company from 2002 to 2004, Vice President of State Governmental Affairs of AEPSC from 2000 to 2002 and also its Director of Government Affairs from 1999 to 2000. Prior to joining AEP in December 1995, Mr. Patton spent nearly 11 years in the energy and telecommunications business with Houston Lighting & Power Company. He served as Vice President of Governmental Affairs at American Electric Power. Mr. Patton was responsible for Texas governmental affairs functions since 1996. He joined Central and South West Inc. (CSW) in 1995 as Director of State Government Affairs for the CSW system. Prior to joining CSW, he spent nearly 11 years in the energy and telecommunications business with Houston Industries/Houston Lighting & Power. He served as Vice Chairman of Public Service Company of Oklahoma. He has been a Director at Sterling Construction Company, Inc. since June 27, 2013. He serves as a Director of Ohio Power Company. He serves as Director of Appalachian Power Company. He has been Director at Public Service Company of Oklahoma since 2009. He serves as a Board Member for Corpus Christi Regional Economic Development Corporation. He serves as Director of Southwestern Electric Power Company. He served as a Director of Southwestern Electric Power Company since 2009. Mr. Patton was a Company Liaison with the United States Energy Association and traveled internationally to discuss government affairs and public relations with Eastern European utilities. He is Chairman of the Board of the Association of Electric Companies of Texas and Texas Taxpayers and Research Association. He served as a Director of Federal Reserve Bank of Richmond from 2014 to January 1, 2017. He is a Board Member for Del Mar College Foundation, Christus Spohn Health System and the Coastal Bend United Way. He also serves on the boards of Easter Seals of Central and Southeast Ohio and the Sam Keeton Council of the Boy Scouts of America. Since 1999, he served on the Texas Energy Coordination Council and the Interstate Oil and Gas Compact Commission. He also served on the Texas Energy Planning Council. He completed, with honors, special undergraduate programs relating to urban planning and government at Boston University, Harvard and American University. He holds a Bachelor's Degree (Cum Laude) from Bowdoin College in Brunswick, Maine and a Master's Degree from the LBJ School of Public Policy at the University of Texas in Austin.
