Share holding has been reduced to fewer people so that those people get more out of it. Does not reward those just below the cut off sufficiently

Smart patient people who like to deliver a quality job
My team is very diverse, some perform very well and some struggle. We are only after a number of years starting to manage poor performance.

What's going wrong and how can it be improved?
A lot of pressure and large accountability placed on senior employees. Systems and culture do not currently support these people sufficiently to justify this
the company carries a lot of dead wood and runs inefficiently
