Mr. Franklin J. Techar, also known as Frank, has been Vice-Chair of Bank of Montreal (also known as, BMO Financial Group) at BMO Capital Trust II since November 1, 2016 and served as its Chief Operating Officer from November 1, 2013 to November 1, 2016. Mr. Techar served as the President and Chief Executive Officer of Personal and Commercial Bank Canada of Bank of Montreal from July 1, 2006 to November 1, 2013. He leads the Canadian retail bank and was responsible for defining and implementing strategies for all products and sales and service distribution channels. He is accountable for delivering financial solutions to customers and for financial results for the Personal, Commercial and Small Business (Canada) banking lines of business. Mr. Techar serves as Member of Management Board of Bank of Montreal. He served as the Chief Executive Officer and President of Harris Bankcorp, Inc., a subsidiary of Bank of Montreal for five years. He began his 21-year career with BMO Financial Group in Corporate Banking division and spent 12 years in various positions in Denver and Houston. He went on to gain international leadership experience as Senior Vice-President and General Manager of BMO Financial Group's offices in London, England. He serves as a Trustee of Rush University Medical Center. He serves as a Director of St. Michael's Hospital. He is an active member of Chicago's business and civic community serving on numerous boards and committees. Mr. Techar holds a Bachelor of Science and Engineering degree from Princeton University in 1978 and an MBA degree from the University of Denver in 1983. He completed the University of Southern California Executive Program in 1992.
