Pretty much everything, I'm afraid. Would certainly be good to actually have some management, that's rather sorely lacking. Could certainly work on retention, people come and go so quickly.
Understand who is adding value to the India team and take care of them. Dont go purely by hearsay of politically motivated India management.
Need to provide adequate compensation when someone is slogging for the benefit of the company and not demotivate them by pushing them harder and finding fault with everything that goes bad.

The CEO, COO and CTO need to look into what the India Apac MD is doing to spoil the culture in India and correct it.
Understand what the candidate's expectations are of the role before bringing someone in and then dumping everything on them.
