The CEO needs to realize that everyone in the company has a future to think about. While she travels first class around attempting to 'get funding' she refuses to give anyone a raise and nickel and dimes everyone. Make the employees feel more appreciated. Buying them a birthday cake every once in a while isn't appreciation.
