Marney Cheek — Partner at Covington & Burling LLP

Marney Cheek serves as a Partner at Covington & Burling's Washington office. Ms. Cheek advises companies and trade associations on a wide range of international trade and investment matters. She counsels clients on trade matters involving World Trade Organization agreements, US free trade agreements, and international intellectual property policy. She also represents private investors in investor-state arbitration proceedings and litigates investment disputes in US courts. Prior to joining Covington & Burling, Ms. Cheek served as Associate General Counsel at the Office of the U.S. Trade Representative where she represented the United States in litigation before the World Trade Organization. She also advised the agency on a broad range of trade policy issues, including intellectual property, standards, biosafety, and environmental regulation. She also served as counsel for US free trade agreement negotiations with the Andean countries, Australia, Central America, Morocco, Thailand, the Free Trade Area of the Americas, and others. She is the co-author of USTR Requests Public Comments on SPS and Standards Related Measures That Create Barriers to Trade, Covington E-Alert (9/29/2009), OMB Issues Guidance Applying Stimulus Package's Buy American Requirements to Sub-Federal Recipients of Funds, Covington E-Alert (4/7/2009) and Interim Final Rule Implements the Stimulus Package's Buy American Requirements, Covington E-Alert (4/1/2009). Ms. Cheek received her J.D. from Harvard Law School in 1998, M.P.A. at Princeton University, Woodrow Wilson School of Public and International Affairs in 2000 and B. A. from Stanford University in 1994.
