William Chip — Partner at Covington & Burling LLP

Mr. William Chip is employed at Covington & Burling in the position of Partner. He joined the firm on November 12, 2004. Most recently, Mr. Chip was a partner at Deloitte & Touche USA LLP in Washington and New York. He has twenty-five years of tax experience and focuses his practice on international tax and transfer pricing. He represents and advises multinationals headquartered in the U.S. and E.U., including companies in the financial services and energy industries, and has been engaged to advise on global tax minimization, the structure and financing of strategic acquisitions and joint ventures, the tax-efficient integration of acquired and pre-existing businesses, and the use of complex financial instruments for operations financing and risk management. Bill has managed major global transfer pricing projects that covered planning, documentation, audit defense, and negotiation of Advance Pricing Agreements and has successfully settled difficult tax controversies at the examination and appeals levels, in litigation, and in Competent Authority proceedings. Mr. Chip is a graduate of Yale (B.A., magna cum laude, 1971) and Cambridge (M.A., first class honors, 1973). He received his law degree in 1979 from Yale, where he was an editor of the Yale Law Journal. Mr. Chip has published over thirty articles on transfer pricing and international taxation, most recently After the Acquisition in International Tax Review (April, 2004) and Are Repos Really Loans in Tax Notes (May, 2002).
