Management gets the coworkers in a bad mood all the time. It's a negative atmospheree

Most of the employees dont want to work there because theirs little chance of getting higher pay
What does the leadership team need to get better at?
The leadership team hollers at people on the radio. Experienced employees that have been working here for a long time has a less chance of moving up the ladder to higher positions
