Eugene Costa — Senior Vice President at ICF

Mr. Eugene Costa, also known as Gene, has been Senior Vice President at ICF International Inc since November 17, 2015 and leads its Europe and Asia business. Mr. Costa has more than 30 years of business leadership experience providing advisory, implementation and operations support services to government and commercial clients. He serves as a Partner at Imadgen LLC. He has held leadership positions at several large international businesses and he led the North American transportation and infrastructure business unit of Serco. Mr. Costa has over 26 years experience consulting to state, local and federal government and trade associations. Since 1990, he has been primarily involved in providing specialized services to his clients in the areas of benefit and service delivery; smart card, biometric and identity management solutions; and in building and using networks and partnerships to achieve effective collaborative arrangements. During this time, he has assisted over 25 states implement EBT solutions including the Southern Alliance of States (SAS) and the Western States EBT Alliance (WSEA). He was with MAXIMUS Inc. for eight years, where he served as President of the Enterprise Solutions division, the Intelligent Technologies division, and the Health and Human Services Systems Segment. Prior to joining MAXIMUS, Mr. Costa served as Senior Vice President and Co-Founder of Phoenix Planning & Evaluation, Ltd. Mr. Costa has a B.S.B.A. in Accounting and Political Science from American University, and is a Certified Public Accountant (CPA) and Project Management Professional (PMP)??.
