Executive Bio

Mr. James C. Morgan has been the Chief Financial Officer and Executive Vice President at ICF International Inc. since July 16, 2012. Mr. Morgan is a seasoned financial management executive with more than 25 years of experience working with consulting firms that serve government and commercial clients. Mr. Morgan served as Chief Financial Officer and Executive Vice President at Serco, Inc., since February 2011. Mr. Morgan was responsible for leading Serco's more than 140-person financial management team and for evaluating merger and acquisition opportunities. He was responsible for a 70-person subcontracting and procurement department and a 60-person information technology department. He has extensive experience as a Senior Finance Officer with government- and commercial-services. Prior to joining Serco in 2011, Mr. Morgan served 18 years with Science Applications International Corporation (SAIC), where he served as Senior Vice President and Business Transformation Officer and managed a multiyear transformational project to reduce the annual cost of infrastructure. At SAIC, Mr. Morgan also served positions including Senior Vice President and Senior Financial Officer for strategic and operational finance. He served several financial executive positions. Mr. Morgan began his career at Arthur Andersen & Company. He has MBA from George Washington University and a Bachelor's Degree from North Carolina State University.
