Executive Bio

Mr. Samuel S. Visner, also known as Sam, has been Senior Vice President and General Manager for Cybersecurity Business at ICF International Inc. since August 2014. Mr. Visner served as Vice President and General Manager, Global Cybersecurity of Computer Sciences Corporation and served as its Lead Executive for Cybersecurity. Mr. Visner leads CSC's cyber business and directs the development of strategy, including the development and management of cybersecurity technologies, services, and solutions. He served as Vice President of Strategy and Business Development - North American Public Sector Business Unit at Computer Sciences Corp. since June 2008. He directed CSC's enforcement, security, foreign affairs and intelligence business development team, managing business growth and developing strategy for key national security segments. Mr. Visner joined CSC from Science Applications International Corporation where he served as Senior Vice President and Director of Strategy and Business Development for its Intelligence, Security and Technology Group. Mr. Visner led Computer Sciences Corporation's business development team, managed its prospect pipeline and developed strategy for key opportunity captures. He served as Chief of Signals Intelligence Programs Office at the National Security Agency, where he managed a number of major programs from 2001 to 2003. Mr. Visner held positions at TECHMATICS (now part of General Dynamics) and Booz-Allen Hamilton and before joining the private sector, he worked for the U.S. government. During his career, he served as a Consultant to the Presidential Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction, led part of a task force for the Air Force and National Defense Industrial Association to assess future near-space missions, systems and technologies, and served as a Board Member on the Intelligence and National Security Alliance. Mr. Visner is an Associate of the National Intelligence Council, the Deputy Chairman of the Intelligence Committee at the Armed Forces Communications and Electronics association. He is an Adjunct Professor at Georgetown University in the Science and Technology in International Affairs program. He received the NSA's Exceptional Civilian Service Award, NSA's highest award to civilian employees. Mr. Visner holds a bachelor's degree in international politics from Georgetown University and a master's in telecommunications from George Washington University.
