Mr. Stephen J Orava (Steve) serves as Leader of International Trade Practice Group at King & Spalding LLP and divides his time between the Washington, D.C. office and the Geneva office, where he is the Managing Partner. Mr. Orava advises clients on a wide range of international trade, market access, investment, climate change, and other regulatory and policy matters, including related litigation and enforcement actions. Mr. Orava has substantial experience under the various agreements of the World Trade Organization (WTO), with a particular focus on the General Agreement on Trade in Services, the General Agreement on Tariffs and Trade, and the Agreement on Technical Barriers to Trade. He also has substantial experience in WTO dispute settlement cases, including the drafting of written submissions and the presentation of oral arguments before panels and the Appellate Body. For example, he advised clients in the context of the first WTO dispute settlement case, the first case under the WTO Anti-Dumping Agreement, and the first case under the WTO Agreement on Safeguards. Mr. Orava also represents clients in anti-dumping, countervailing duty (anti-subsidy), and safeguard proceedings in Australia, Brazil, China, the European Union, India, Mexico, the United States, and other countries. His experience covers a broad range of sectors, including chemicals, steel, textiles, agriculture, and certain high-tech products. He also advises clients on compliance with U.S., U.K. and E.U. export control, sanctions and customs laws. Mr. Orava has spoken at numerous international trade and WTO seminars around the world and has also authored and co-authored a wide range of articles, papers and other publications. He holds J.D. from Georgetown University and B.S., magna cum laude from Southern Methodist University. He attended Legal Studies at London School of Economics and Political Science, UK.
