A higher raise better food and longer breaks

I'm a newer hire that was hired with a specific title and to my knowledge was suppose to lead. Instead I am severely micromanaged and over ruled.
What needs to change to make the company culture better?
Would like to be moved into a department that will allow me to do what I was hired for.

I will never work here in the future I see myself quitting soon
