Our manager gets high in the bathroom and takes our lunches and then doesn't fire people but leaves them on the schedule

What's going wrong and how can it be improved?
After working there it just shows how much the company doesn't care about. Their employees have tried to contact HR over this for a couple weeks now I've tried to communicate with my manager for a couple weeks now it's just very unprofessional, and I'm considering suing
