What does the leadership team need to get better at?
Poor, ineffective leadership from lower to upper management. Laid off staff, hired them back and laid them off again. Poor planning, poor financial management. Previous history of executive team should give you an idea of where this company is headed.

Below market rates and benefits are not as good as they were

We have a few bad apples and the culture is wildly different in oc vs San diego
What needs to change to make the company culture better?
Environment is toxic. Management and HR try to push a utopian ideal that really does not exist.
Culture of fear despite the way they try to market it. Culture is akin to a cult. At least that's how managers push it.

What's going wrong and how can it be improved?
Everything is going wrong here and I do not expect the company to survive in current format. Hundreds laid off, lawsuits against company and terrible management mean that the outlook is poor. I do not know if it can be saved. I think it is too late.
