Management shows favoritism. If you're not a part of the clique, you don't have a chance of advancing in your career no matter how well you do your job.
What needs to change to make the company culture better?
Managers should stop disparaging their employees to other managers. Take responsibility for the employees that they hired and discipline them accordingly rather than complaining incessantly about how they violate the rules. Get rid of the bad seeds and don't ignore the employees that do work hard.
