Do what you are told & keep your mouth shut or look for another job.
Suggest ethical ways of completing the same objective. If the manager doesn't relent, you may have to quit - it's not worth exposing yourself to the consequences of unethical behavior in the long run, and a manager who has questionable ethics will eventually pass blame down onto you.
There is no other way to express such. My NO is my NO. If he/she repeat it , I will have to report to the management with facts.

Explain that you are uncomfortable and explain why … hopefully the manager sees that it is unethical also.
Just state how uncomfortable you are in performing the task. If you get push back, contact PS (HR).
Seek to find understanding as to your reason why you won’t comply.
Try to propose an alternative that solves the same problem.

Just say no. If you feel they will retaliate, talk to their superior or HR and make them aware of the situation before you tell your manager no.
I would repeat back what they’ve asked you to do. Maybe it doesn’t register as unethical the first time.
I would probably politely tell them that due to the unusual nature of the request you would like it to come from HR or someone higher in the company
I remind them consequences of doing it.

You need to get in touch with whatever group manages ethics at your company. In a smaller business, you may need to go up two levels of management. Short answer- he or she will get mad. Do the right thing anyway.
Perhaps there is a way to get what you need to get via an ethical route instead - propose that you did it that way and if the end result is the same or maybe better it should pass
If your manager asks something of this nature to you .. they shouldn't be manager go to their boss and discuss it!!
Say you have another assignment inline to do, and you will get back to it, and reported it to you higher superior, HR and if needed the police.
I would commit, "Now you know if coporate were to hear of this we both could lose our jobs."
If it's clearly illegal, no is a complete sentence.

Ask questions and lead them down an alternate path.
That is tricky. I would ask them some questions about their motive. Then gently ask them if they would reconsider their decision.
Sometimes there isn’t a way to say no to doing something unethical without angering your manager. I used to work for a national bank and was repeatedly asked to do unethical things. I was sometimes screamed at for not being willing to do unethical things. I was never fired, though, and I didn’t compromise.
I say no. Making an unethical person angry isn't wrong.
