Some really bad employees have been with the company a long time and the owners or supervisors feel a respinsibility to that person. When bad employees aren't fired it's due to personal reasons between the person who has that authority and the person who isn't measuring up.

It’s probably that they have connections at work or they think they can get away with what they are doing and no one confronts them
Race Card is a stupid answer. The most likely answer is a mix between the politics in the HR, weak management that does not properly document the behavior of this "Bad employee" enough to actually make a case for firing this person. A good manager can manage a person into another job if they are taking the concerns of other employees into consideration. And if they are properly counseling this bad employee then there will be a history of this conduct that is tracked in their record and you can use this as grounds for firing them.
Somehow they get away or employer has no option
They are needed to complete whatever work IT is they are completing.
Don't know, many here have been asking that a lot as of late since there are a few that can do & say whatever they wish, while at the same time not having the ability to do their jobs very well in the first place. If they are fantastic at their jobs but have personality issues it would be easier to understand, but mediocre performance, spotty attendance coupled with bad behavior (openly racist, bigoted, sexual harassment, hate speech,) makes no sense.
Unions protect lazy or incompetent employees in addition to favoritism on the part of management and HR.
I think it's because the owners or management are affraid of backlash or they just can't seem to do it.
More trouble to replace them , and afraid of a lawsuit.
It’s easier to ignore them and pretend like there’s no problem
People can learn from their mistakes and realize that they don’t want to be like that person, also poor judgement but the establishments coordinator.
It's like the economy need a nice mixture of good and bad apples
They are related to the boss or are promoted
I have seen pretty active management of difficult employees.

Because they’re expensive to fire, the boss likes them. Any number of reasons
They are either favorited in, or the company doesn't want to try to trick somebody else to be overworked and severely underpaid.
Because they usually have relationships that the owners are scared they will not be able to replicate if the employee is gone.
There superiors are negligent and not paying attention and the bad ones LIE very well.
Lazy management who don't want to address the real reasons. Typically that bad employee is bounced around from one manager to another until they get to a manager with managerial courage to "manage" the bad employee
Because they have a way of blackmailing the boss.
Because the good employees make more money and get laid off
Network. Fear of change.
Relationships with management or key customers.
