Absolutely. Too often (as happens at my company) the CEO only hears one perspective from a department, which frequently masks serious issues in that department.
Not for most employees, they are so far removed from the CEO or anything having to do with him it would make no difference other than intimidating or make them feel threatened singled out.

I think that depends on the size of the company. If it's a small company then yes, but a mid-sized to large company then I don't see how that is possible. But the employee's should have a way of being able to communicate their ideas and concerns some how.

It depends on the employee and company. Unfortunately, CEO's are under pressure to not reveal company intentions or plans in too much detail, so the typical CEO sessions tend to be nothing but them parroting PR talking points back to the employees. However, I do think that having access to the CEO is important when the company is going through significant change.
