Speak up, it might not do anything, but I think there is a more telling issue if you don't agree with a policy. Might be time to move on.

Absolutely not; civil service is as bad with politics as anywhere

Usually it does not hurt as long as you are tactful and sensitive to others.

Yes, if I were to say no then I would be working with the wrong organization (bad culture)

No. Disagreeing with company leadership makes you a target for not being a "team player".

I feel that it wouldn't hurt my career if I spoke out against work policies.

Sometimes. It depends on the issue at hand. If it is something that everyone had agreed upon or follows as a standard practice, then yes. If not, leave it for another day.

If you disagree with policy you will always hurt your career, especially if you are female or non-white. HR is all about lip service and seeming to be good. Product looks at people like rungs on a personal ladder. Value is unimportant. The only thing that matters is next quarter's P&L statement.

Yes. I do feel everyone can speak out as long as it is rational and appropriate for the workplace.

It really depends on the upper management.

Division policy - yes. Corporate policy - no.

You have to be strategic about speaking up. Gauge the audience, their intent, and their ability to soak-in the constructive criticism. Often, in conventional industries, it won't go well, but growth-oriented sectors, welcome disagreements, as it provides an opportunity to find cracks, and fix them before, a rift occurs.
