It depends on the environment. I'm in a toxic environment so asking me to give up my free time to spend more time in that environment is an absolute no. It's so toxic though that not going results in some form of passive aggressive retaliation from the owner. Tell you what, drop dead and we'll all come to your funeral.
Depends on the "leadership". Toxic people should not force employees to spend more time with them than the dreaded 40 (or more) hour week.
Sometimes they work, sometimes it is a waste of time but it is worth the effort.

Depends on how diverse the team. In my experience more diversity makes it harder to plan effective activities. Also after hours activities are frowned upon, we got lives outside of work.
Yes. But don't call them "team building events", which just makes people roll their eyes and determine to hate it. Just call it something fun to do for your employees. It gives people the opportunity to associate each other with non-work activities, get away from the stress, maybe learn something they didn't know about each other or meet someone new. It allows people to bond and appreciate each other in a different way.
