    You can't. At a certain point, your team's performance stops being the only measure, and the politics decide your advancement. But if a good employee keeps neutral, gets their work done, and consistently has good reviews from their peers and directs. They should go far in the right organization. Sometimes those good reviews and neutrality requires politicking.
