Start treating people with respect. Stop blaming the union for your management team's ignorance and lack of leadership.
Management (from the top down) takes everyone for granted. Their philosophy is that they can get anyone to do the job. No one is important.
Change your leadership. The union is not the problem. You created the 2nd tier pay system. You wanted cheap labor. Well, you got it! The shop employees don't engineer. The shop employees don't buy purchase parts. The shop employees don't do the scheduling. We just make the product.
