Reviews for raises should have a clearly defined schedule that employees are aware of with details on what's expected of then to meet the requirements to get a raise. Currently and in the past This process is so inconsistent and non existent in my experience.
At Great Clips managers are stylists too. Which means they are on the cutting floor with the staff doing the work too not just a manager who doesn't do hair. It's much easier and motivating to work for someone who is doing the work with you by your side instead of just sitting at their desk bossing.
