it depends on who you ask. most managers and team leaders are willing to go the extra mile and answer questions - there are a few that could care less and expect you to know everything by osmosis.

Each person for themselves, I can't remember the last time I got input from my boss , she's always on vacation. Or I don't work enough hours to meet with her.
