No bonus plan, volume of warehouse is not factored in pay, raises for subordinates are rarely approved.

What's going wrong and how can it be improved?

facility is severely under sized for operation. Management updates are usually "working on it" with no hard dates or real action plans given. Input is generally brushed off. HR department does not allow for non contributing team members to be released.
