Fire this person and let the new gm do her job. You need fire her and the guy she is messing with that works in corporate and promised her the job.
More better with being transparent and having structure.
Why do you feel undervalued and what would make you feel better about your compensation?
All they care about is paying as little as possible and they say it.
If they offered me more money and benefits.

I am not working with my coworkers anymore because they all quit on me.
By having a rountine and goal.

The Team work and dedication from all employees
What needs to change to make the company culture better?
Get rid of the person that is causing everyone to quit or leave. We had a good team before this person took over.
