It's all about who's ass you kiss the most. Very seldom does hard work, knowledge, dedication and perseverance pay off. I've seen the best employees apply for promotion and get shot down 3 or 4 times even though they were more than qualified. And I was a manager so I saw first hand how cruddy the district managers were with this.
