relaxed pace and the low expectations to complete tasks

What's going wrong and how can it be improved?

Central focus is blocking the leadership's view on what is needed. Need to talk to all areas closer to the students. Many local areas have proposed feasible solutions to be shut down. Support those involved with lecturers and students. Central areas have no real understanding of delivery.
