What's going wrong and how can it be improved?
Bosses are so committed to making metrics the people piece is completely lost. Some Hr are driven to the protect company side instead of just fix and move on.
Hire an outside consulting firm like Gallup to come into the company and assess each department to find the areas of waste and cut the fat. Do not simply pay hundreds of thousands to an outside firm to just rewrite and give you some outline to structure it to, all you are doing is move the cancer
