I would feel better if pay was not used as a corporate political tool to get what you want. All employees should pay the same for benefits.

Talk to those that may have education or knowledge. Everyone has to start somewhere and good candidates are being overlooked. Talk to your employees to understand their long-term employment goals.
What makes you most happy at work?
I used to get excited because I felt like I was a part of an organization that was involved with the community and pushed to improve the overall health care experience for kids.
