The annual bonus for lower level staff are incredibly low (less than $500/year), this is specially true if you work and cash a lot of overtime. So in the management's mindset, working overtime is a reward. But working long hours is often not a choice, the projects would demand it.

For higher ups to respect their subordinates and reward them better.
This place is incredibly greedy and deaf to complaints and concerns from junior and mid level staff. Management really doesn't want to listen and wants to paint a rosy picture and avoid the problem. They just burn out fresh-out-of-school PhDs for a new batch every few years, and don't look back
Nothing could be done because Exponent only needs bodies so they can bill more time.
Company requires charges to be high and counts on lower ranked people to sacrifice their time. Cheaper and more reasonable work would help customers feel more appreciated.
