What needs to change to make the company culture better?

Less american centric. Unless you are in washington then your points of view fall on deaf ears. They need to understand that its not a SAAS business and to recognise the nuance associated with running a multi faceted information services business and implement multiple GTM STRATEGIES

Address the fact that teams have been chronically understaffed for years, and either hire more people or actually make structural changes to reduce workloads.

to eliminate unsubstantiated bias and personal preferences from the top to better build and manage teams
