What does the leadership team need to get better at?

There should be zero discrimination between a direct hire and a contractor. Base promotion and other rewards on performance all around, not just who is related to who. Create a defined path for contractors to follow to a direct position, not a "at the mangers discretion" policy.

Leadership needs to manage their expectations and loosen their grip on the pocketbook. The company needs to standardize and begin investing in technology for the day-to-day tasks that MUST be carried out. Excel is not a database nor a project management tool.
