Mr. Luis Lugo, Jr., also known as Lou, has been Senior Vice President and Southeast Regional Manager of Project Management Group at Hill International, Inc. since July 2015. Mr. Lugo served as Senior Vice President of Construction Claims Group of Hill International, Inc. since February 2, 2015 and served as its Vice President from January 2011 to February 2, 2015. Mr. Lugo focuses on business development for the Northeast Region of Hill's Project Management Group. He served as President and Chief Operating Officer of Paco Group Inc. Mr. Lugo served as Senior Vice President of Business Development and Regional Manager of Paco Group Inc. Mr. Lugo had been with PACO since 2001, where he oversaw business development and is responsible for strategic partnering and teaming initiatives. He has nearly 30 years of leadership experience in the military and the private sector. Prior to that, he spent 20 years in the U.S. Army. Mr. Lugo earned his B.A. from the State University of New York at Albany and his M.A. from the University of Phoenix.
