Executive Bio

Ms. Ellen D. Glover has been Executive Vice President of Management Solutions & Technology at ICF International Inc. since 2005. Ms. Glover has been Executive Vice President of ICF Consulting since October 2005. Prior to ICF Consulting, Ms. Glover served as Vice President and General Manager of Dynamics Research (DRC), a professional and technical services contractor to the federal and state markets since 2004. She joined DRC through its acquisition of Impact Innovations Group (IIG) and served as its President from 2002 to 2004. As President of IIG, she grew its federal division 56 percent in revenue within two years. From 1983 to 2002, she was an officer of Advanced Technology Systems. She served as President and Chief Operating Officer of Advanced Technology Systems from 1994 to 2002, as Director of Operations from 1990 to 1993 and as a Program Manager prior to 1990. Ms. Glover was employed at Impact Government in the position of President. Ms. Glover lead Impact Government with a wealth of knowledge based on 25 years of experience in IT and government work. Her awards include multi-year contracts from the Department of Defense, National Archives and Records Administration, Federal Deposit Insurance Corporation and various intelligence community agencies. She has a deep understanding of both IT and the government sector provides her with a unique ability to effectively apply technology to a client's mission. She serves as Vice-chair and Industry Liaison for the Industry Advisory Council (IAC) and was named to their Board of Directors in 2002. She is also on the Board of Directors for the Information Technology Association of America and Women in Technology. She serves as a Member of the Executive Committee and Director of Professional Services Council. In 2002, Ms. Glover was the first woman from industry to receive Federal Computer Week magazine's prestigious Fed 100 industry ???Eagle??? award, having been chosen from amongst the Fed 100. She holds a B.A. in History and Political Science (summa cum laude, Phi Beta Kappa) and an M.S.in Urban Planning from the University of Pittsburgh.
