The metrics they measure developers on don't promote quality. It promotes getting sloppy work done, many lines of code, and in most cases it leads to a lot of technical debt. Perhaps place more value on things other then lines of code and number of tickets closed.

They pay submarket rates particularly in the data department, which will never change in North America now that most things are moving to India (where they can pay even less).

The meetings feel overly manufactured and forced. Teams are made to ask each other questions and answer without much choice. This creates anxiety and a desire to skip meetings altogether.
It is dependent on team, but don't demonize collaboration. Less meetings because everyone else is doing the same meetings. Don't assign deadlines to tickets.
