Mr. Stephen Heifetz is a Partner at Steptoe & Johnson LLP. Mr. Heifetz has been a Partner of Washington D.C. at Wilson Sonsini Goodrich & Rosati, Professional Corporation since November 1, 2017. He has served in the Departments of Justice and Homeland Security, as well as the Central Intelligence Agency and in private practice he has represented clients in matters involving many other federal agencies and Congress. Most recently, he was Deputy Assistant Secretary and Acting Assistant Secretary for the Office of Policy Development at the Department of Homeland Security (DHS). In addition to serving in several federal regulatory and national security agencies, Mr. Heifetz played a key role in developing laws and regulations related to the Committee on Foreign Investment in the United States (CFIUS) as a senior official in the U.S. Department of Homeland Security's Office of Policy Development. Most recently, Mr. Heifetz was a partner in a law firm based in Washington, D.C., where he was co-chair of the international regulation and compliance group. He worked extensively with DHS's agencies ' including the Transportation Security Administration, Customs and Border Protection and Immigration Customs Enforcement ' to develop policy on a range of issues. In private practice and prior government service, Mr. Heifetz has specialized in anti-money laundering and terrorist financing regulations, as well as Foreign Corrupt Practices Act, economic sanctions and export control issues. Mr. Heifetz has continue to advise on laws and policies at the intersection of international business and security. He counsels clients on legal compliance and political risks and defends companies facing government investigations and enforcement actions. He has been involved in hundreds of CFIUS cases and he regularly helps clients make determinations regarding CFIUS filings and how to navigate the CFIUS process. He also represents clients with regard to anti-money laundering laws administered by the Financial Crimes Enforcement Network and other financial regulators, economic sanctions administered by the Office of Foreign Assets Control and by the UN Security Council and other international regulatory and national security matters. Mr. Heifetz is a Member of the Council on Foreign Relations, has served as an adjunct professor at Georgetown and has published extensively in trade journals, law reviews and newspapers, including The New York Times and The Washington Post. Mr. Heifetz holds an A.B. from Stanford University in 1993 and J.D. from Georgetown University Law Center in 1996.
