Mr. Stewart A. Baker has been Advisor of HawkEye 360, Inc since July 6, 2017. Mr. Baker serves as a Partner at Steptoe & Johnson LLP. Mr. Baker returned to Steptoe & Johnson following 3??? years at the U.S. Department of Homeland Security as its first Assistant Secretary for Policy and served as General Counsel of the National Security Agency. At Homeland Security, Mr. Baker created and staffed the 250-person DHS Policy Directorate. While at DHS, Mr. Baker led successful negotiations with European and Middle Eastern governments over travel data, privacy, visa waiver and related issues. He has been a Member of Board of Advisors at Cylance Inc., since February 2013. Mr. Baker managed one of the nation's premier technology law practices at Steptoe before accepting the DHS post. Mr. Baker has handled the arbitration of claims exceeding a billion dollars, is a member of national and international rosters of arbitrators and is the author of articles and a book on the United Nations Commission on International Trade Law arbitration rules. Mr. Baker holds an A.B. from Brown University in 1970 and J.D. from UCLA School of Law in 1976.
